PROBLEM TO BE SOLVED: To provide a base station capable of effectively support the search and rescue of survivors in need of help, including those who cannot call for help on their own initiative.SOLUTION: A typical configuration of the present invention is a base station 102 provided with a wireless communication unit (a base station wireless communication unit 116) for communicating by wireless with a portable terminal 106, wherein the base station 102 is further provided with: a disaster detection unit 120 for detecting that a disaster has occurred; an abnormality detection unit 112a for detecting congestion or loss of functions of a network 108; and a control unit (a base station control unit 112) which, when a disaster is detected by the disaster detection unit 120 and congestion or loss of functions of the network 108 is detected by the abnormality detection unit 112a, has a state-limiting signal for causing transition to a power-saving state-limiting mode transmitted to the portable terminal 106 by the wireless communication unit. On the basis of a prescribed condition after having the state-limiting signal transmitted, the control unit has a rescue support start signal for causing transition to a notification mode, in which the location of the portable terminal 106 is notified, transmitted to the portable terminal 106 by the wireless communication unit. |
