<P>PROBLEM TO BE SOLVED: To reduce any failure accompanying the change of firmware. <P>SOLUTION: A command decision program 211 decides whether or not an access command is to perform access to the range of the memory address of a user set value. When the access command is to perform access to the range of the memory address of the user set value, a command execution control program 212 makes a command execution program 213 execute the command, and rewrite the user set value. When the access command is not to perform access to the range of the memory address of the user set value, the command execution control program 212 suppresses the execution of the command by the command execution program 213.
