A video encoding method for encoding a video signal formed by two or more signal components. The video encoding method includes: a step for setting a down sampling ratio for a particular signal component in the frame in accordance with the characteristic in the frame; and a step for generating a video signal to be encoded by down-sampling a particular signal component in the frame in accordance with the down sampling ratio. It is also possible to divide a frame into partial regions in accordance with a local characteristic in the frame and set a down sampling ratio for a particular signal component of the partial region in accordance with the characteristic in each of the partial regions.
