PROBLEM TO BE SOLVED: To produce a surface treated steel sheet for cans which is used for a food can and a beverage can, and particularly has excellent adhesion for a coating material and rust resistance. SOLUTION: In the surface treated steel sheet, the surface of the steel sheet is provided with a thin alloy layer containing one or two kinds selected from Fe and Ni, and the upper layer thereof is provided with a chemical conversion film containing P and Si. The adhering amount of P and Si in the chemical conversion film is respectively controlled to the ranges of 0.5 to 100 mg/m<2> , and 0.1 to 250 mg/m<2> .
