PROBLEM TO BE SOLVED: To solve problems in a stopper of a polar winding string and a cutting mechanism that a string excessively comes out during the use of the polar winding, a tip of the string enters into the polar winding, the string is tangled, and further it is necessary for a user to prepare a cutter and to place the same within the user's reach. SOLUTION: The string is taken out of a hole 4 of a pedestal 1, and inserted between a plate spring 2 and the pedestal 1. The string is cut by the combination of the plate spring 2 and a cutter 3 mounted at a side opposite to the hole 4.
