PROBLEM TO BE SOLVED: To increase the usability of an apparatus by prompting a user who uses the apparatus to carry out a maintenance service.SOLUTION: An information transmission and reception section 501 receives a piece of operation information of an apparatus 100. A storage 502 stores the operation information as well as a piece of relation information representing a relation between a user of the apparatus 100 and persons other than the user. A remaining life determining part 503 determines a remaining available period of the apparatus 100 or a component part of the apparatus 100 on the basis of the operation information read out from the storage 502. When the remaining available period determined by the remaining life determining part 503 reaches a predetermined remaining available period or when a predetermined remaining available period get shorter than the predetermined remaining available period, a transmission target determination section 504 searches the user of the apparatus 100 and persons included in a predetermined relationship with the user on the basis of the relation information read out from the storage 502, and determines an apparatus 200 owned by the person as a transmission target to transmit a piece of maintenance service information of the apparatus 100. The information transmission and reception section 501 transmits the maintenance service information to the transmission target.
