PROBLEM TO BE SOLVED: To prepare a channel list on which information relating to a physical channel suitable for reception is registered, in each location where a mobile is present.SOLUTION: A control section 185 executes "first scan control" for causing a first demodulation section to perform demodulation processing of broadcast waves of physical channels belonging to a first group and causing a second demodulation section to perform demodulation processing of broadcast waves of physical channels belonging to a second group simultaneously and in parallel. Under the first scan control, synchronism determination sections 182, 182determine whether the broadcast waves can be received via the physical channels being demodulated and extract candidate physical channels. Continuously, the control section 185 executes "second scan control" for causing a decoding section to perform decode processing of broadcast waves of the candidate physical channels. A channel list creation section 183 then creates a channel list on the basis of a result of decoding by the decoding section.
