PROBLEM TO BE SOLVED: To provide an inexpensive and high-security log-on management device for a terminal device. SOLUTION: When the terminal device 20 is used by the user, a storage medium 10 is loaded to the terminal device 20. A terminal reading/writing device 25 reads encrypted information formed by encrypting storage medium authentication information written in a read-only storage part 10a of the storage medium 10, storage medium authentication information written in a rewritable storage part 10b, and user identification information by means of an encryption key. A decoding means 21c decodes the storage medium authentication information and the user identification information from the read encryption key by using a composite key written in a terminal storage device 22. A log-on processing means 21a allows log-on of the terminal device 20 when the decoded storage medium authentication information agrees with the read storage medium authentication information and the decoded user identification information agrees with the user identification information written in the terminal storage device 22.
