The holder 6 arranged at the more front side than the housing 2 is constituted such that it is fixed to the housing 2 under a state in which it may face in a prescribed peripheral direction around the axis center C of the shaft element 5 and at the same time the state of prescribed axial direction in the axial direction Z is applied as a state in which it is correctly fixed in the housing 2, and an inclined surface 65a inclined in respect to the axial direction Z toward the peripheral direction around the axis center C is present at the front side. The housing 2 has a rib 23a arranged at the front side. The rib 23a is abutted against the inclined surface 65a of the holder 6 along the axial direction Z in the case that the holder 6 is inverted from the prescribed axial direction to the axial direction Z and inserted into and passed through the shaft element 5 while being oriented in the prescribed peripheral direction.
