PROBLEM TO BE SOLVED: To provide a method that enables measurement of an input pulse duty and simplification of the circuit composition. SOLUTION: An input pulse that repeats H level and L level is delayed at the same delay time through n+1 steps to generate a delayed pulse of n+1 phases, an encode signal is generated that changes in accordance with whether each of the delayed pulse of the n+1 phases is at the H level or L level and that shows the pulse width of the H level side or L level side of the input pulse in a predetermined timing, and the encode signal at the predetermined timing is held as the pulse width signal of the H level side or the L level side.
