Disclosed are a user equipment transition method, a core network device, an access network device and a system, which are used for achieving flexible transition of a UE in a core network device pool. The method comprises: a source core network device receives a transition instruction sent by a core network management device, wherein the transition instruction carries first identification information about a target core network device and transition information about a UE to be transitioned; the source core network device sends an indication message for instructing the UE to be transitioned to work offline to the UE to be transitioned according to the transition information about the UE to be transitioned; the source core network device sends a transition rule to an access network device according to the transition instruction, so that the access network device transitions the UE to be transitioned from the source core network device to the target core network device according to the transition rule, wherein the transition rule comprises identification information about the source core network device and second identification information about the target core network device. |
