PROBLEM TO BE SOLVED: To reduce the electric power consumption of a terminal owned by a pedestrian by reducing the number of times position information, indicating the position of the pedestrian is transmitted.

SOLUTION: This information-providing apparatus stores simple map data 100 obtained by adding information transmission determining information indicating, in each unit region 101, an information transmission necessary region 101a marked by (○) where position information is required to be transmitted by a portable terminal or an information transmission unnecessary region 101b marked by (×) where the position information is not required to be transmitted by the portable terminal. When the portable terminal transmits own positional information to the information-providing apparatus, the information-providing apparatus transmits simple map data 102 obtained by segmenting the simple map data 102 including a terminal position region 101c of the portable terminal to the portable terminal. The portable terminal collates the simple map data 102 with own positional information, allows the position information to be transmitted, when the terminal position region 101c is the information transmission necessary region 101a, and inhibits the position information from being transmitted, when the terminal position region 101c is the information transmission unnecessary region 101b.
