PROBLEM TO BE SOLVED: To provide a method, a program and an instrument for noise measuring capable of enhancing measuring precision of a internal noise output from a measured device. SOLUTION: This method for noise measuring for inputting a carrier wave to the measured device to measure a signal from which a carrier wave is removed from an output containing the internal noise from the measured device 40 and an external noise to the measured device 40, by a spectrum analyzer 60, includes a step for measuring a level value corresponding to each frequency within a prescribed frequency range by the spectrum analyzer 60, a step for selecting the optional one frequency from the prescribed frequency range serving as a measuring object, a step for calculating respective differences between the level value corresponding to the optional one frequency and the respective level values corresponding to the plurality of frequencies in the vicinity of the optional one frequency, and a step for determining the level value corresponding to the optional one frequency as the internal noise, when all the respective differences does not exceed a prescribed value.
