A manufacturing method of complex oxide powder comprises a step of mixing and plasticizing titanium oxide of which a rutilation rate by a line diffraction method is higher than 90% and lower than 100% and a specific surface area is 150 ~ 300 m^2/g and a compound containing a metal element selected in a group consisting of barium, strontium, calcium, magnesium and lead. A determinant diameter of the rutile-type crystal contained in the titanate compound is 10nm or less.
