The present invention relates to a method or preparing a cosmetic composition, the method comprising the steps of: preparing a powder part containing a silicone powder; mixing the powder part and a solvent to prepare a slurry phase; and drying the slurry phase. The cosmetic composition of the present invention has smooth spreadability, and thus exhibits a natural makeup effect and improves the cosmetic durability, thereby maintaining a bright skin tone even after the lapse of a long period of time.
