A manhole assembly having a locking device is provided to keep the advantage of a manhole assembly as it is and to prevent the illegal separation of a manhole cover, to separate a manhole cover easily if necessary, to prevent the damage of a locking member using a locker effectively. A manhole assembly having a locking device comprises a manhole frame(20) provided with an opening(22) in the center, a support flange(24) formed around the opening on the lower part, a side wall(26) formed to make an adhesive surface(30) of the inside to have the wide top and the narrow bottom and a stop groove(32) formed on the side wall to be retreated outward from the adhesive surface, and constructed to the ground around a manhole, a manhole cover(40) provided with an adhesive surface(46) formed on the outer circumference to have the wide top and the narrow bottom correspondingly to the adhesive surface of the manhole frame, a housing space(50) composed of a vertical hole(52) formed to penetrate an upper side(42) and a lower side(44) and a horizontal hole(53) formed through the adhesive surface to connect with the vertical hole, and a hanging hole(58) formed on the inner side than the housing space, a locking member(60) having a pusher(80) supported to the manhole cover by a spring(90) to make vertical movement and a locker moved elastically to hang on the stop groove of the manhole frame, and a key member(100) provided with a hook(104) installed at one end and inserted to the hanging hole of the manhole cover and a pushing bar(106) installed next to the hook and releasing the locker from the stop groove of the manhole frame by pushing the pusher of the locking member with the pushing bar while the hook is suspended on the hanging hole.
