PROBLEM TO BE SOLVED: To provide a monitoring control system including plural networks each has different security level to respond to security threat.SOLUTION: The monitoring control system has: a monitoring controller 4 constituted by an operation terminal 4a and a display 4b, which are connected to a network 5 with high security level; and a monitoring unit 6 which is connected to a network 8 with low security level. The monitoring control system is configured so that physically one-way direction communication is possible via a transmitter and a receiver. An operation abnormality of the receiver which is notified via a hard-wired channel 13 and is displayed on a display means provided to a transmitter.
