PROBLEM TO BE SOLVED: To provide a new water-soluble copolymer which has a sufficient performance of retaining its dispersion. SOLUTION: The water-soluble polymer is made from a monomer component containing a (poly)alkylene glycol monoalkenyl ether monomer (a) and a polyfunctional unsaturated monomer (b). It comprises a polymer containing (poly)alkylene glycol monoalkenyl ether structural units (A) and the weight- average molecular weight of the polymer decreases when a 0.5% solution of the polymer in a cement filtrate is prepared and is agitated at 60°C for 3 hr.
