The present invention relates to an emulsion cosmetic composition having a pH buffer system. The cosmetic composition having a pH buffer system according to the present invention is minimally stimulated by organic acid, and can continuously mitigate pH change of the skin due to internal/external causes, and significantly improve skin trouble conditions including aging, acne and atopy through improvement of dead skin cell exfoliation and the skin barrier.
