PROBLEM TO BE SOLVED: To provide a ventilation unit shutter which enables increase of a filtering area to improve the ventilation performance, allows change of a filtering member, achieves sound insulation performance, and has a function that enables visual check of filter exchange timing, and to provide a ventilation unit.SOLUTION: A ventilation unit shutter (1) of the invention is a shutter of a ventilation unit installed in a through hole (101) provided at a building and includes: a lid part (2) for covering a ventilation passage part (11a) of a cylindrical body part (11) fitting in the through hole (101); a support part (3)attached to the lid part (2); and a cover part (4) attached to the support part (3) and covering a space between the body part (11) and the lid part (2). The cover part (4) is formed by a porous material having open cells. The ventilation unit (10) of the invention includes: the ventilation unit shutter (1); and the cylindrical body part (11) which is fitted in the through hole (101) and has the ventilation passage part (11a).
