PROBLEM TO BE SOLVED: To improve image quality while suppressing an increase in code amount.SOLUTION: Predetermined data (d) from a memory 130 is considered as data obtained by subjecting difference image data between an input image and a prediction image to orthogonal transform and quantization. An image processing apparatus subjects the predetermined data to inverse quantization and inverse orthogonal transform to add prediction image data (d) to the resulting data (d) to reconstruct an input image. At this time, the apparatus variously changes combinations of parameters of the inverse quantization and the inverse orthogonal transform to generate n kinds of reconstruction images (d{i}-{n}) to calculate degrees of difference (DIFF{i}-{n}) between the input images and the reconstruction images for the respective combinations. The apparatus generates encoded data (d) by using the parameters and the predetermined data (d) in which an evaluation value based on the degree of difference becomes minimum or the degree of difference becomes minimum. |
