The electromagnetic wave absorber according to the present invention includes a base substrate (100) which is made of dielectric and has a plurality of recess parts (110) recessed from one surface in a thickness direction, water (200) prepared in the recess part (110), a conductive surface (300) formed on the other surface of the base substrate (100), and a control means (400) which injects the water (200) into the recess part (110) or discharges the water to control the height (H) of the water (200). So, the electromagnetic wave absorber with a wide absorption band and absorption peaks can be provided.
