A solar heat collecting panel and a method for manufacturing the same are provided to improve thermal efficiency of the solar heat collecting panel by enhancing thermal conductivity to pipes. A solar heat collecting panel includes first pipes(20), second pipes, a plate(10), and a soldering member(30). The first pipes form a fluid flow path. The second pipes have burring holes with burring portions corresponding to the first pipes such that the first pipes are fitted to the outsides of the burring portions. The plate has one side on which a plurality of grooves(11) are formed for insertion of the first pipes. The plate heats the fluid flowing along the first pipes fitted into the grooves. The soldering member is made of a lead material, and applied into the grooves prior to insertion of the first pipes such that the first pipes are soldered onto the plate when the soldering member is heated, molten and solidified between the first pipes and the grooves.
