PROBLEM TO BE SOLVED: To provide an agent volatilizing device for stably and continuously emitting flavor at a desired intensity with deodorant effect.SOLUTION: An agent volatilizing device with use of an agent material formed of agent film comprises a substrate layer including a flavoring agent and a deodorizing agent and coating layers disposed on both sides of the substrate layer. The coating layer on one side of the substrate layer has weak permeability to the agent so as to restrict the volatilization of the flavoring agent and the like in the substrate layer. The coating layer of resin on another side of the substrate layer is an agent barrier layer for preventing the volatilization of the flavoring agent in the substrate layer.
