<P>PROBLEM TO BE SOLVED: To rapidly optimize personnel assignment with high precision. <P>SOLUTION: An optimization control part 140 performs control to optimize personnel assignment by an optimal gradient method while performing simulation by using a simulator 130. An increasing/reducing personnel assignment calculation part 150 calculates increasing/reducing personnel assignment, which is used for finding a next temporary optimal solution by an optimization control part 140, by using an approximation model. An initial value generation part 160 generates an initial value by using an approximation model. A personnel assignment information storage part 120 stores information necessary for optimization of personnel assignment.
