PROBLEM TO BE SOLVED: To provide a foot light device for an automobile which has a long lifetime of a light emission element, small power consumption, and a low profile, and an automobile having the foot light device which is capable of brightly irradiating a part below a door when the door is opened, avoiding risk when an occupant gets in/gets off the automobile, and ensuring the safety. SOLUTION: A light emission device 3 comprises chip-shaped LEDs 31-34, and the foot light device for automobile is electrically and mechanically connected and fixed to a printed wiring pattern 21 formed on one surface of a printed circuit board 2. A hinge 6 is fitted to a door frame 85, and a door 7 is supported in an opening/closing manner around the hinge 6. A side plate 75 includes a downwardly opposing surface 751 opposing the ground at a bottom of the door 7 when the door 7 is opened. The foot light device 1 is mounted on the bottom of the door 7.
