PROBLEM TO BE SOLVED: To construct a novel ballast water utilization system for reusing ballast water. SOLUTION: Equipment on the side of a ship comprises a water supply and drain opening 11 on the side of the ship, a ballast tank 12, a water supply and drain line 13 on the side of the ship, and a water conveying pump 14 on the side of the ship. Equipment on the side of a plant comprises a water supply and drain opening 21 on the side of the plant, a water intake opening 25 on the side of the plant, a storage tank 22, a water supply and drain line 23 on the side of the plant, a water conveying pump 24 on the side of the plant, a water intake line 26 on the side of the plant, and a cleaning unit 27. The equipment on the side of the plant is a ballast water supply system wherein the water supply and drain line 23 on the side of the plant is connected to the water intake line 26 on the side of the plant by means of a detour line on the side of the plant, and a changeover valve is provided for selecting a connecting relation of the water supply and drain line 23 on the side of the plant, the water intake line 26 on the side of the plant, and the detour line on the side of the plant.
