PROBLEM TO BE SOLVED: To provide a holder for a rolling bearing capable of improving strength without impairing molding machining property and corresponding to the achievement of high speed and high load capacity of the rolling bearing. SOLUTION: Steel for bearing used in the holder 10 for the rolling bearing is formed by a first process in which TRIP type steel plate is formed by dispersing remaining austenite using at least one kind of ferrite, bainite, and tempered martensite as parent phase (containing C of 0.05 to 0.2 wt%, Si of 0.05 to 2.0 wt%, and Mn of 0.5 to 3.0 wt% by mass %) and a second process in which nitriding treatment is applied at 580°C or less after press-molding the TRIP type steel plate (volume ratio of remaining austenite is 1 to 15 vol%).
