The method comprises the steps of absorbing a crosslinkable monomer and a UV polymerization initiator selected from the group consisting of 9,10-anthraquinone, 1-chloroanthraquinone, 2-chloroanthraquinone, 2-ethylanthraquinone, 2-methylanthraquinone, benzophenone, Michler's ketone, 4,4-bis(diethylamino)benzophenone, 4-methoxy-4-bisdimethylaminobenzophenone, methylbenzoin, ethylbenzoin, 2,4,5-triaryl imidazole dimer, 1-hydroxy-cyclohexylphenyl ketone, 2-hydroxy-2-methyl-1-phenyl-1-propanone, methylbenzoyl formate, 2-hydroxy-1-[4-(2-hydroxyethoxy)phenyl]-2-methyl-1-propanone, 2-benzyl-2-dimethylamino-1-[4-(4-morphoryl)phenyl]-1-butanone and diphenyl(2,4,6-trimethylbenzoyl)-phosphine oxide, to a polymer seed particle having a weight average molecular weight of 1-200,000 dispersed in water; and polymerizing the mixture at 20-30 deg.C for 0.5-1 hour.
