PROBLEM TO BE SOLVED: To provide a developing machine for prolonging the life of two-component developer by performing the supply/recovery of the developer and achieving compact cartridges, and to provide an image forming apparatus using the same using a simple constitution. SOLUTION: The developing device is equipped with a developer storage part 30; a cartridge for supply/recovery 35; and a communicating part 33 having a stirring conveying member 33a formed to normally/reversely rotate on the inside, and also having a storage part side, communicating port 34a communicating with the developer storage part 30 at one end in a shaft direction and a cartridge-side communicating port 34b communicating with the cartridge 35 on the other end in the shaft direction. In a prescribed case, the two-component developer is supplied by the normal rotation of the stirring conveying member 33a via the communicating part 33 and is recovered by the reverse rotation of the stirring conveying member 33a through the communicating part 33, when detecting that the cartridge 35 is empty.
