<p><P>PROBLEM TO BE SOLVED: To early specify quality deterioration caused by a user environment, e.g. a packet loss and PC's performance problem or the like under a user's LAN environment. Ž<P>SOLUTION: A packet monitoring means 20 is arranged at a separating point on a transfer path through which a packet flow of a measurement object service passes, and the packet monitoring means 20 includes therein: a passive measurement means 21 for capturing a received packet during service provision transmitted from the network side to a user terminal side and a reception acknowledgement packet with respect to the received packet transmitted in a direction reverse to the direction of the received packet; a means 22 for calculating a quality evaluation index value including a response time denoting the performance of the network side from the separating point on the basis of the information of the received packet and the reception acknowledgement packet which are captured; a means 23 for specifying a deteriorated part on the basis of the quality evaluation index value; and a remote operation means 24 for receiving a measurement object instruction from a management apparatus 40 and informing the management apparatus 40 about deterioration cause information and an evaluation index value or the like.
