PROBLEM TO BE SOLVED: To provide a hydrophilic composition to be used in forming a hydrophilic film excellent in soiling resistance and fogging resistance and having better abrasion resistance, and to provide a hydrophilic member provided with a hydrophilic film formed of the hydrophilic composition and having a surface excellent in soiling resistance, fogging resistance and abrasion resistance. SOLUTION: The hydrophilic composition contains (A) a hydrophilic polymer having a specific structure and (B) an alkoxide compound of an element selected from Si, Ti, Zr and Al.
