PROBLEM TO BE SOLVED: To provide a flat panel display which has no variation in its display or the like and excellent in visibility. SOLUTION: Nozzles 2 each having jet holes 20 for jetting an elution liquid L for eluting a material of the surface of a glass panel 1 are rotated around their rotation axes parallel to the surface of the glass panel 1, and the elution liquid L jetted when jet holes 20 are opposed to the surface of the glass panel 1, impacts the surface of the glass panel 1. Thereby, reduction in the thickness of the glass panel for flattening the surface thereof is carried out. When the nozzles 2 are rotated, the reduction in the thickness is carried out while moving the glass panel 1 in a direction reverse to the direction of the rotation of the jet holes 20 at the time when the jet holes 20 are directly opposed to the surface of the glass panel 1.
