PROBLEM TO BE SOLVED: To provide an actuator which can perform low speed drive while attaining miniaturization, and to provide an optical scanner and an image forming apparatus. SOLUTION: The actuator 1 has: a mass part 21; a supporting part 24 to support the mass part 21; a pair of connecting parts (elastic parts) 22 and 23 which connect the mass part 21 and the supporting part 24 so that the mass part 21 is tunable with respect to the supporting part 24; and a driving means 4 to turnably drives the mass part 21, wherein the mass part 21 is turned by operating the driving means 4 while torsionally deforming the connecting parts (elastic parts) 22 and 23, which have respectively slender shapes and at least one part in the longitudinal direction is composed of a main material of resin.
