PROBLEM TO BE SOLVED: To provide an image forming apparatus that is simple and inexpensive and capable of forming an image with favorable quality, and to provide an image forming method. SOLUTION: The image forming apparatus includes: a toner layer forming means supplying a toner that is controlled to maintain a color developed state or non-color developed state by imparting color developing information with light, to a toner holding surface of a toner holding member to form a toner layer; a color developing information imparting means that irradiates the toner layer with light to impart image information and color developing information; and a color developing means that develops a color in the toner layer to which the image information and color developing information are imparted. The image forming method includes: a toner layer forming step of supplying a toner that is controlled to maintain a color developed state or non-color developed state by imparting color developing information with light, to a toner holding surface of a toner holding member to form a toner layer; a color developing information imparting step of irradiating the toner layer with light to impart image information and color developing information; and a color developing step of developing a color in the toner layer to which the image information and color developing information are imparted.
