The apparatus includes: a transmission unit including first band transmission elements from which first band signals may be output and second band transmission elements from which second band signals may be output; and a reception unit including first band reception elements and second band reception elements which receives first band reflection signals and second band reflection signals generated by reflecting the first band signals and the second band signals, wherein a plurality of search ranges are formed by using the first band signals and the second band signals, a multibeam of a first band and a multibeam of a second band are formed by outputting the plurality of first band signals and the plurality of second band signals in a direction and angle according to a generated situation when a situation according to a predetermined scenario occurs within the plurality of search ranges, and a target is detected on the basis of a signal obtained by synthesizing the plurality of first band reflection signals and the plurality of second band reflection signals which are received on the basis of the formed multibeams.
