A light-emitting device and a backlight module. The light-emitting device (10) comprises: a substrate (2) provided with a first electrode pin and a second electrode pin (21、22); a reflecting layer (3) arranged on the upper surface of the substrate (2); a fluorescent layer (4) arranged on the upper surface of the reflecting layer (3) , and an LED chip (5) embedded between the reflecting layer (3) and the fluorescent layer (4). The LED chip (5) is connected with the first electrode pin and the second electrode pin (21、22) respectively through two wires (6) penetrating through the reflecting layer (3). The light-emitting device can avoid terminals and the wires to shield light rays of the LED chip, thus improving the brightness and the evenness of the light-emitting device.
