PROBLEM TO BE SOLVED: To provide a ceramic porous material heater which can efficiently heat gases or liquids, has simple constitution, and is made compact and lighter. SOLUTION: The ceramic porous material heater comprises a ceramic porous material of three-dimensional network structure obtained by combining and unifying a ceramic porous material of three-dimensional network structure having a low bulk density and a ceramic porous material of three-dimensional network structure having a high bulk density by skeleton constituting the network structure, wherein a part constituted of the ceramic porous material of the three-dimensional network structure having a high bulk density is used as an electrode part.
