PROBLEM TO BE SOLVED: To quickly provide requested provision information for a terminal device.

SOLUTION: A monitoring part 102 acquires states of channels. A hierarchy decision part 104 decides a hierarchy according to the acquired channel states. An information abstraction part 107 abstracts provision information according to the hierarchy, and an information holding part 108 holds the abstracted provision information. A destination decision part 105 decides a destination information providing apparatus according to the channel states and the hierarchies of the related information providing apparatus and other information providing apparatuses.
