PROBLEM TO BE SOLVED: To provide a video camera system and a down converter capable of changing a scaling factor in photography by electronic zooming without deteriorating image quality, by changing a pixel range to be converted to an SDTV signal by a down converter in the pixel ranges of the frame image of an HDTV signal for changing the magnification of the electronic zooming, in the video camera system having the down converter for converting to a video signal (HDTV signal) of a high-definition television system output from the video camera to an image signal (SDTV signal) of a standard television system. SOLUTION: The HDTV signal outputted from the video camera 10 is down-converted to the SDTV signal by the down converter 16 for outputting to SDTV-compatible equipment 18. In such a system, a zoom control unit 20 gives higher priority to optical zoom by a lens device 14 for changing the scaling factor of photography by the optical zoom, when a zoom operator 22 instructs a change in the scaling factor of photography, and the scaling factor of photography is changed by the electronic zoom in the down converter when the limit of the optical zoom is exceeded.
