<p><P>PROBLEM TO BE SOLVED: To provide a system for minimizing background noise in microwave images acquired by using a programmable reflector array. <P>SOLUTION: This system for forming microwave image is equipped with a microwave source, a microwave receiver, a reflector antenna array with its phase shifts programmed so that each antenna device reflects microwave radiation to a target and reflects microwave illumination reflected from the target toward the microwave receiver, and a processor capable of programming the first and second phase shifts in the plurality of antenna devices with the first and second phase shifts of the plurality of antenna devices different from each other by 180 degrees.
