<p><P>PROBLEM TO BE SOLVED: To correctly continue resource management before and after communication becomes impossible, even if the communication between resource management servers temporarily becomes impossible. <P>SOLUTION: One resource management apparatus is provided with a step S14 of creating a file of a message transmitted to the other resource management apparatus having a management range adjacent to the one management apparatus, and a step S19 for transmitting the file to the other resource management apparatus when the other resource management apparatus is brought into a communicable state.
