PROBLEM TO BE SOLVED: To provide a base material for a fixing belt that eliminates a concern about duration reliability even when the diameter is further reduced and the fixing speed is further increased, a fixing belt having such a base material for a fixing belt, a fixing device, and an image forming apparatus.SOLUTION: There is provided an endless belt-like base material for a fixing belt formed of nickel as a main component, where projections provided projecting from the inner peripheral surface are continuously arranged in the circumferential direction at equal pitches along the inner peripheral surface; the height of the projections from the inner peripheral surface is 0.6 μm or more; and the pitch is 1.2 mm or less.
