PROBLEM TO BE SOLVED: To provide a tire rubber composition which reduces fuel consumption without lowering performance such as abrasion resistance and maneuvaring stability. SOLUTION: A method for manufacturing a silica masterbatch comprises micro dispersing a styrene-butadiene rubber and silica into water and furthermore adding a silane coupling agent to the resulting micro dispersion.
