CONSTITUTION: The load data of a system 1 is set by a load data setting means 4 and is recorded in a load data recording means 5. A pattern of a change of a speed at the time of acceleration or deceleration in terms of time is prepared by an acceleration and deceleration pattern preparing means 6 based on the load data recorded in the load data recording means 5 and is recorded in an acceleration and deceleration pattern recording means 7. At that time, the acceleration and deceleration pattern preparing means 6 calculates the movement of a target, with the type of the load, the magnitude of a factor, and a rotation direction into consideration and then prepares acceleration and deceleration patterns to be used in the form of 'acceleration and deceleration proportional to a present rotation direction and a present output speed'.
