PROBLEM TO BE SOLVED: To construct an external wall on an external thermal insulation system by directly putting an external wall material 20 upon a thermal insulating material 10 in order to make a upward flow B for dehumidifying the material 10 occur, preventing condensation from forming, and improving a heat insulation property. SOLUTION: The material 10 is bonded through the medium of a sealing material 5 to the external side surface of the building, and a corrugated sheet serving as the material 20 is directly put upon the material 10. A plurality of air passages V extending in the vertical direction of the external wall are formed between the materials 10, 20 and made to communicate through the medium of a gap G between the upper end 21 of the material 20 and the ground GL with outdoor air. The aspirated outdoor air A is made the upward flow B to ascend through the air passages V. The air C charged with moisture from the material 10 is aspirated into the upward flow B for the purpose of dehumidifying the material 10. It is desirable that the lower edge of the material 10 on an upper-tier side be inserted into a flange 11b of a supporting tool 11 wherein an air hole 11a is formed in the case where the plural-tier materials 10 are bonded in the vertical direction of the external wall.
