PROBLEM TO BE SOLVED: To provide a rotating device providing small loss even in the case that flow rate and pressure vary significantly and to generate power in an unintentional action of a human being in his daily life by using the rotating device. SOLUTION: A rotor 22 is provided in a casing 21 in an eccentric state and fluid flowing in from an inlet port 25 and fluid flowing out from a discharge port 26 are separated by a vane provided for the rotor 22 and the rotor 22 is rotated by providing the vane with pressure difference between the intake port side and the discharge port side.
