PROBLEM TO BE SOLVED: To provide a communication system, a base station device and a communication terminal device, capable of preventing the base station device from being occupied by a specific communication terminal device, while preventing a state incapable of accommodating another communication terminal device.SOLUTION: An HeNB_A notifies, in step ST1403, a subordinate UE of MTCD restriction information related to the restricted MTCD operation. In step ST1404, an MTCD among UE having received the MTCD restriction information operates according to the MTCD restriction information.
