An apparatus and a method for uniformly keeping a bit rate of image data are provided to compress image data for each line according to the property of channel and image data and transmit the compressed data so that the bit rate may be maintained uniformly. A bit shifter(11) shifts the bit of line pixel data, and shifts a bit in a right direction according to the depth of an image. A coder(12) outputs a bit stream compressed by compressing the bit-shifted pixel data. A data frame formatter(14) generates a data frame which includes a shift rate of the pixel data, and the data frame further includes the length of bit stream and the bit stream. A FIFO(15) determines the depth of an image, transfers the depth in bit shift, and outputs the data frame to a transmission end.
