PROBLEM TO BE SOLVED: To improve the comparison accuracy of measurement processing of an object in a plurality of regions set in an image captured by an imaging device.SOLUTION: In order to substantially match the depressions of an imaging device for measurement regions R1, R2, a measurement region correction unit corrects the position of the measurement region R2 closer to an imaging device, by using the positions of a plurality of measurement regions set in a measurement region setting unit, and the imaging parameters acquired in an imaging parameter acquisition unit. A counter counts the number of objects detected by the detector in a corrected measurement region.
